I'm sure you've heard it a hundred times but you don't have to do any side quests in this game. You can level all the way up by doing the main scenario quests (the quests with the flaming icon)
You should also look into to the quests with the small plus symbol because they unlock features like dungeons, the glamour system and different jobs/classes.
