I agree with ya ! Y'shtola never had her moment to shine in any of the expansions. She's my least favorite scion as well. They need to give her her time to shine in dawntrail
Krile has slowly become my favourite Scion. She kept all her fellow scions alive while in The First, Dealt with bring possessed by Hydaelyn on multiple occasions. Now she's becoming a pictomancer and can finally fight along her fellow scions. But as you say, the twins, the azure dragoon, Ryne's Father and the best crystal boy have all had their moments as well. But Y'shotla just lost her sight and kept doing sacrifice plays

shadowbringer for yshtola – if you read lore and stuff – she was essentialy fighter, she was occupying post of WoL until we got into first, she led whole tribe
I feel like a moment that really stuck with me was her during the final acts of Endwalker. I think the reason why her character development can seem stagnant is mostly because she’s already matured and comfortable in herself by the time we meet her, but her pursuit of knowledge is the one value that has stumped her. during the climax of Endwalker though, she confronts it head on and I admire her for it. that along with her leadership she showed during Shadowbringers and how emotionally attached she’d gotten to her tribe.
To me, my least favourites has been either Y'shtola or Minfillia, or Estinien to a certain extent. I find Y'shtola enjoyable, but honestly, to me, she's the brains of the group and nothing more. I've never really felt a connection to her like the others.
