The giant jenga tower of Heaven on High mechanically is basically a roguelike/permadeayh mode
You get stripped back to base level and have to crawl your way to the top
In lore it's believed to be a path to the Kami's domain
In truth it was built by allagan survivors of their calamity to train new heroes for any new world ending threat

The part of the reason Durmin can't get an answer about the tower is that Heaven-on-High was not made playable until Patch 4.35, so the dialogue set for these pirates won't hype up the place this early into Stormblood. Heaven-on-High is the new iteration of the Deep Dungeon, like Palace of the Dead in the Shroud. The tower has 100 floors of danger for a team of players (up to 4) to try to fight through.
Alisaie's plan isn't ridiculous. First, the Kojin are a Garlean ally in the region, but knowing they they have a group they can go to for intelligence on their enemy (the Blue Kojin), the Red Kojin are a much easier target than Garlean ships. Second, Durmin knows that the Red Kojin have been a thorn in the side for the Confederacy, since he's gone and saved some pirates from them. Finally, the very fact that the Garleans are leaning on the Kojin for support indicates that the Empire is not quite as strong in the Ruby Sea as they would like to project. Knocking out one of their support pillars might be the very thing to show their instability, and prompt the Confederacy into action.
I personally like Lyse's moments of introspection. It really helps us get in her head on what she's dealing with, that she's not just thinking about the immediate fight, but rather all the fights to come.
With this fairly light lore day, let's talk about this new continent, Othard. The Islands of Hingashi lies to the east, but the rest of the continent holds many more nations and cultures. Or, at least, once held many nations. The Garlean Empire has redrawn the political map in Othard. West of the Ruby Sea lies the region of Yanxia, which contains Imperial Occupied Doma. Further north lies the Azim Steppe, a vast plateau grazing land. West of the Steppe is the Nhaama Desert, which abuts into the Tail Mountains. Both Yanxia and the Steppe are divided by the One River, a massive river that gives life and irrigation to countless farmlands. West of Yanxia lie the Fanged Crescent mountain range, and beyond that a desolate wasteland known as The Burn. The Skatay Mountains enclose the southern side of The Burn. South of Yanxia lies Nagxia, which has also been conquered by the Empire Beyond the Skatay Mountains lies one of the gems of Othard, Dalmasca. Dalmasca was once an economic giant, with its desert capital of Rabanastre routinely exporting wines and spices around the world. The Imperial Occupation of Dalmasca has not been peaceful, even when compared to Doma. Several rebellions have been attempted, until the most recent one was put down by Noah van Gabranth's IVth Legion, with reinforcements from Gaius van Baelsar's XIVth Legion. It was here that Livia sas Junius earned her moniker as "The Witch of Dalmasca" as she eagerly hunted down suspected rebels. Since then, Rabanstre has been razed, and much of the once famous Dalmascan culture has been lost. One of the last free regions of Dalmasca lies to the west, in the jungles. While nominally under Galrean control, military control of the region is difficult due to the thick undergrowth and the fierce resistance of the locals. West of the continent lies Ilsabard, the homeland of the Garlean Empire.

When we didn't finish our game of Jenga, the kitchen became a restricted area. So I completely understand posting a guard on a massive game that has presumably been running for a long time, given the environmental storytelling of it being so tall.

Alisaie really was the right twin to take on this field trip. Alphinaud is too polished to get along with pirates, Alisaie isn't above telling people off when the situation calls for it.
I think you just missed the one pirate who would answer "What kind of place is this?" – Sazaki, on the stairs, after I logged in to check – so let me copy his dialogue down here.
"This is Onokoro – the headquarters of the Confederacy. The tower behind us is Heaven-on-High. We call it that because the only people to have ever seen the top of it are now all in the heavens…or somewhere quite a bit less pleasant."
"No one knows what it is or how it got there, but according to ancient legend, it was built by the kami."
"As such, Onokoro has come to be regarded as holy ground. Many will avoid drawing near this island, for fear of incurring divine wrath."
"We, of course, have taken full advantage of this and established our center of operations here, away from all manner of prying eyes."
In short: most people stay well away out of superstition, which is precisely why the pirates set up their headquarters right by it. And that's just cool.

No offense to Alisaie, but I do not believe the punch capacity of this team is equally distributed among all three members.
So I was on Courel last week, and running an alt through storm blood. As I went through trhe ruby sea portion I chanced uppon a familiar lalafell with his status set to do not disturb. I am now sufficiently sure I witnessed this snap weather transition in progress.
