It is probably worse a bug than what you describe. It's almost certainly a basic mistake of doing using some kind of RAND function which returns between 0 and 1, multiply by number of bidders, and either round down, or round to closest, instead of up. Which means that, in case 1, the last person to enter the bid has 0% chance of winning, and in case 2, they have only half the chance of others. In fact, all bugs I can think of by which you could get a zero result have the last bidder screwed by the lottery.
The most annoying part is not even the bug, its the drama that infested the forums and boards of people getting salty over not getting a house. I also did not get mine, but I have the mental fortitude to move on and wait until the next one. There's literally one reddit topic that moans that the Lottery System is some kind of walk of shame, I bet they also cry and complain when they get to the Cackpot and doesn't get any reward or clearing an extreme but doesn't get a mount.
If they are extending the results announcement, they could change it so that in the case of a 0-assigned non-claimer, the house is instead re-rolled to the existing pool of people with no new entries allowed. Houses who did get a proper player win, but they did not claim, will be treated as usual.
Would think if a 0 was rolled, they could just reroll.
Could argue that waiting till the next lottery would be unfair as all the people that legit lost in the first round would now be bidding on the ones that bugged out, like, there was 8 bidding on the medium I bid on, and now the 7 that lost would go bid on one that bugged making the next lottery even smaller odds to win.
End of the day, it was an accident, its just a game, and FF devs have shown in the past that they will fix problems, like maybe add some more wards.
So the people making death threats need to grow up
Death threats are never ok. But you have to admit, little bitch nerds sending death threats they could not possibly have any hope executing is kinda amusing.
Housing has been absolute dog shit ever since it was first implemented. FFXI's solution to this was unbelievably simple and saved the devs headaches they otherwise would not have had.
I'm happy I sold my birthday-gifted house on Primal when I transferred to Aether, I never to think about dogshit housing again and I'm not a slave to it. I can unsub whenever I want and never lose my gil because of it. Also I managed to sell my 8 Cherry Trees last night for 12M a pop since new people with houses wanted them.
People are putting too much faith in island sanctuary.
It's not like anyone lost money. It's very unfortunate nobody got the plots but they'll fix it and then everyone can bid knowing it's fixed.

Against all odds, I managed to win a Ishgard medium plot on Balmung!
I think winners are similarly disadvantaged as the losers so end of the day, it's still equal chance by all bidders to win the lottery. To fix it, for houses that rolled 0, just roll again.
I'm just happy I got 2 mediums in a day lmao

Been trying for 2 years to get a house and still trying.
I think the best possible outcome at this point would be if the failed lotteries would get assigned a winner, who didn't have to pay for the house.
As far as I know players who lost in this way were able to reclaim their gil. So, even if they have a list of all participants for each plot and are able to assign a new winning number, they probably don't have a way of getting the money for the house, and at that point it would probably be less unfair to give those players a free house than to put the houses back into the pool.
Anyway, I wouldn't get my hopes up because it's probably hell to recover cleanly from this failed outcome, instead of just redoing it in the next cycle.
This is actually far worse if it's the most likely error (using the random number generator as number of participants as the "max"). As it essentially means, there's a phantom 0 bidder which is the meh bit; but the potential kickers… the last enterant can't win, and every winning ticket was off by 1.
The "more bidders" thing is you're now bidding against everyone that didn't win a house too, albeit it's more likely to happen on less bid on plots but lets say 50% sold properly you're now at an equal distribution against 100% more people (and its likely far far worse).
I absolutely hate this, not because I didn't get a house – but because every solution generates a huge amount of bad blood for the developers. Stripping winners would be unbelivably bad, but i'm 90% sure every draw was wrong (and it's likely provable by available evidence) – and that scenario is so bad admitting it likely isn't an option. The proverbial between a rock and a hard place.
This patch was soooo good too. Plus even this fiasco is better than the previous system 😉
this comes from someone who bided with 6 other people from same FC, as we wanted to get large house. We were already celebrating since we were the only bidders, and we all lost to 0.
DON'T THEY DARE to overextend themselves in process to fix that! They have already provided far more content and worked their asses off to get our trust. I value their hard work and achievements higher than one mistake they committed.
In the FC we are sad, but none, I repeat NONE is mad at developers. The fact we have a house we can customize, listen to music, and chill out in is already great (not mentioning the fact every member can have a private room inside, and this is only an addition to the game!
I just hope they will not overwork themselves like a certain miqo'te…
One thing to keep in mind for those asking for a rollback is that we don't actually know how locked off the housing stuff is from the rest of the game. There may not even be a way to rollback the housing lottery element without rolling back the entire game state. So, if you want a rollback, do you really want every thing done in the game (PvP ranks/rewards, raid completion, MSQ completion, etc.) to also be rolled back for every single player, many of whom hadn't even interacted with the housing lottery? Not saying this is the case, of course, but knowing how squirrely the rest of FF14's back end coding seems to be especially in regards to databasing and player details, it wouldn't shock me if it was.
A question they really need to address that they didn't in this response is what's going to happen to players who just took their refund and accepting it as a loss. Sure they've extended the result period but if they do a reroll of some sort, will players who already pulled out somehow be re-entered?
All told, though, I think what we really need the most is an honest, straight forward sit down with YoshiP about all of the issues surrounding the game right now. There have been a number of pretty major missteps as of late and an endless parade of apologies is getting kind of old. We don't need more Live Letters and blog posts, we need a real honest talk about what is actually going on behind the scenes because it's starting to feel like the player base is being taken for granted.
The bug sucks, we can't sugarcoat that. But if someone is willing to send death threats to the Devs because of that, they should stop playing. Just stop, take a break, do something else and come back later.
They fucked up, people are angry, they apologized and they promised they're going to fix it. Good enough for me. If they fuck up again, we complain again. It's as simple as that.

Seriously, though, I guess I was "lucky" in being "unlucky": I just lost the lottery to a number 2… And now I just hope they fix the problem so I can bid on another house thats now free 🙂 The only thing that really sits ill with me is the fact that there are only 6 of 24 plots available for private buyers -.- And the rest only for FCs. I mean, I understand the reasons, but still… If they expand the wards to 30 or so, I hope they keep this in mind and give those plots to private's.
