Pretty sure Remembering the Past isn't temporary. That aside, there isn't really any reason for people to not do it anyway.
The latter two have been confirmed by Yoshi-P himself to be permanent additions to the game in order to provide more lore context for the events prior to A Realm Reborn 🙂
I actually saw the quest when I went to do the rising stuff yesterday I thought it was that it looked out of place time to go do it
