The way I think about the character development is, we have quite a bit of info from 1.0 even before ARR. In ARR itself, you meet them, you get to know them, but not as much time passes as you think. Recall also that you are recruited into the Scions, ie they pay you for your services. During this time, however, they treat you as family: instantly granting you privileges (such as access to retainers), concerning themselves with your well-being, and helping you as you learn their ways. By the patches they implicitly trust in not only your abilities but your strength. And while in ARR Minfilia confided in you several times, in HW the other Scions begin to do the same. If you speak to the Scions between quest objectives and quests, ie the hint text, this is where you find most of the intimacy. I feel that it's both realistic and normal that, just like with real work colleagues, you get to know them overtime and throughout various experiences together, and the more you talk to them "outside of work" so to speak, the closer you feel to them. Of course there are people on both sides of that argument, but to me, ARR remains preferred over SB, which I preferred over HW.
On the subject of the voice acting though, there's a lot to be said about what voiceover language one prefers to use. For some people it's the voice acting itself, for others it's familiarity with some voice actors over others, and for others still it's purely about wanting to understand everything without subtitles. Though I will say this: you can't offer a fair and informed opinion of the Japanese voice acting in FFXIV until you've listened to it all, the same being true for the English voices. I made the effort to do so for that reason, and even heard some French voices. I can definitely appreciate all of the voice acting, in all languages, but of course I have preferences, as do you, and as does everyone else. I actually think it's fine to discuss personal preferences and the whys for them. What I mentioned about ARR, that was a purely factual observation that others have made before: the budget of ARR wasn't as big as that of other expansions, so the English voice acting suffered as a result.
Though I must apologize because I did not mean to come in and simply start throwing around (controversial) opinions. I just thought it would make for nice idle chat, as some streamers do enjoy discussing those things. I feel as though in any media, there are a lot of little details you can easily miss on a first playthrough or watch that add depth to both characters and plot.
