  1. I wouldn't get my hopes up. The Paladin Armor from Stormblood had a cape, it's mapped to you back (Still not that bad looking, but it's kind of static and linked to that set) So I bet this is just one or two armor sets that will have capes like that one. Still maybe not, it'd be a cool addition so long as it can be hidden. (Some looks just don't go as well with a cape as others.)

  2. One of my favorite things in WoW was collecting new cape designs. But I don't see it coming to FFXIV until they make some radical changes to the graphics engine and inventory. Which could happen someday because it seems like they are in this for the long haul now – but probably not yet.

  3. There's no cape slot coming, they've already said that they're redistributing the belt slots to weapons and I think rings and keeping a few of the belt slots in reserve in case they need to expand anything again in the future.

Now, I'm sure the Paladin relic armour in 6.0 will indeed have a cape but it'll be a part of the armour itself rather than a slot of its own. You'll note that throughout 5.0 they've been actually playing around with capes, a great example is the current tank Cryptlurker armour, it has what looks a bit like a torn cape, it clips a bit which is unavoidable with the engine they're using but it still looks pretty cool.
