When it comes to almost all plugins or mods, the question is always "Does this negatively impact or devalue someone's experience?" If you're using ACT, to better yourself and your static, it's fine. If you're using it and going off at random people in PF, that's bad.
Even if you're using some of the lewd mods, if you start going HASH TAG, FINAL FANTASY 14 ENDWALKER, over some Viera with a horse dong, yeah that makes the game look a way they don't want it to. But in private, noone cares.
Especially some plugins, they literally make the game PLAYABLE for people, like a certain gobbie primal plugin. It doesn't change anyone else's experience, but it makes less fortunate people play the experience devs and other more fortunate players are having.
Buying clears is more damaging to the player experience, as it devalues someone's efforts in Savage or Ultimate
I'm not gonna lie it feels like you can make an official ACT while still banning bullying for the dmg. If people decide to kick someone from endgame content for not being good enough that shouldn't be punished
