roulettes (and the ability to sync down for content in general) are absolutely genius in keeping the lower level content in the game populated, which helps immensely in the onboarding process for new players of the game. the world needs to feel alive for people to want to continue playing, especially considering how incredibly long it takes to get to endgame in FFXIV if you just play normally.
Idk about starting at level 90 bc its like starting a new game with everything unlocked and no direction what so ever, the new players will be very lost and quit right away but maybe if Square enix did a sample of the endgame bosses for new players to try with 90 level skills with their friends it could be cool, but the bosses have to be separate from the story ones, so they dont get spoiled. And every new patch update the mode to allow for more bosses. It would be a nice place for every type of player to join, even if you are level 10 or 90, make available for everyone. That would be another way to mitigate that feeling of being behind everyone
I'm just waiting for somebody to make the ultimate mmos combining these recent innovations. That's what blizzard used to do, steal all the good ideas for their game.
