For every class / job we need to find the guild for each? Even in the same category?

I’m new to the game n I’m a level 40 summoner. I’m having trouble using some of my abilities. For example my energy siphon abilities keeps saying “action yet to learn”, but it’s a lower level than me
what do I do now that I completrd the msq till getting airships and have changed from a thaumaturge to lancer, but I dropped from 16 to 1, but the msq is at level 15? I want to play arr as LNC because magic isn't my thing.
How long does it take to get to a good level once you change over

The "job" is actually job class just like in ff tactics
