Oh, the Jeuno Starlight track is a Christmas version of the Jeuno theme
Sooooo pushes up glasses there is no FFXIV in FFXI, however FFXI has a quest line/story and Alliance raid (24 man dungeon) IN FFXIV. So i guess you could say, technically FFXI is canon in FXIV but FFXIV is not canon in FFXI. So the games just share the same name for the event. Back to the music tho! I love 14's Starlight music, it kind of reminds me of Edward Scissorhands. Its pretty, but it also to me feels like theres a sense of longing, whether for the memories of the past or for better days ahead. You were right with the "looking like a place thats already in game", they decorate the main towns for every seasonal event. No special boss fights, but there is always a new quest and new rewards from the quest like an emote, mount or outfit! The seasonal items from previous years will show up in the cash shop, and the holiday themed items usually go on sale as well. The event usually runs from mid December to the end of the month. If you were asking what the little blue creature was, thats a carbuncle!! ^.^

Starlight Starbright is actually a track exclusively from the 2019(?) Starlight celebration where it played in a Theaterythm style minigame
FFXI Starlight Celebration always gets me in the holiday mood. For the entire event, the main cities are decorated in Christmas trees, lights, and wreaths. You can get various pieces of Santa themed gear that gives you bonuses for eating cookies and milk.
I love the FFXI version. It's a Christmas remix of the Jeuno city theme (hence the callback/busyness). The FF14 version is so much Edward Scissorhands/Danny Elfman and I love it xD Don't care how much it stole.
15:15 that's a carbuncle! Summoners use them as a focus to call on summons so you only ever see them while they're not fighting, otherwise they look like Garuda or something like that
Christmas IS celebrated in Japan, but it's more of a couples holiday, though you can celebrate with family and/or friends. Similar trappings to the Western version though, so it translates well in holiday events for games. Also KFC is a holiday food.
I love the Starlight Celebration theme in XIV. Sometimes I'll AFK in a city just to listen to it. It's so soothing in its own way.

Every seasonal event has its own little quest you can complete that usually gives you a cosmetic set, emote, or something of the sort. The quest usually has its own story and motive behind it, and sometimes even carries over from one year to the next, as a continous story. Starlight Celebration usually has you dressing up as the FFXIV's equivalent of santa and going around giving gifts to children. Pa-Paya is actually for the easter event, called Hatching Tide.
My first thought when I saw your post about christmas themes was "Jeuno's christmas theme NEEDS to be there". I was not disappointed, I'm so happy XI music gets recognition here.
So in FFXIV they decorate the three city states, (and some portions of housing wards), with whatever the current seasonal event is going on and in certain areas within those cities the music will change to that of the event.
It all helps make the world seem lived in and immersive when you see the changes come and go from season to season.
Fun fact. The Starlight Celebration (FFXIV) theme was part of the original FFXIV 1.0 soundtrack, and was reused for A Realm Reborn. As such it isn't composed by Soken like a lot of 14's modern soundtrack, but is actually from Nobuo Uematsu.
For me, the FFX1 Starlight, hearing it made me think of the "These are a few of my favorite things" song which might just be named that. Something about the underlying beat brought that up.
Oh yeah… This really takes me back! I remember the first time I heard the Jeuno theme. We all knew Starlight Celebration was coming, and it was kinda cool seeing all the decorations around each town, but when I went to Jueno to visit the auction house, I was surprised by this version of the city's theme. It's just so incredibly Christmass-y that I still find myself humming it this time of year.
The FF14 Starlight theme is interesting to me, because it makes me feel nostalgia for a time and place that I've never experienced. I can't connect it to an actual point in my life, but it makes me feel like I'm remembering a long-passed moment of holiday serenity. It's strange, but still feels warm and comforting.

I don't know why, but every time I hear the FFXIV one, I can only think of that one song in Home Alone, I had to go look up the title of it "Somewhere in my memory". They're not very similar but there's a couple of motifs in there that make me go to it every single time
The FFXIV Starlight Celebration is one of THE videogame christmas themes for me. It just captures the whole cozy, but also emotional kinda vibe really well.
Sadly, the event quests for it are (like all event quests) kinda hit or miss. The 2018 Starlight Celebration iirc got the best quest line of that yearly event by far imo because during that quest you went to a orphanage and gave specific presents to orphans to make them happy, which was super nice and one of the better and more fitting yearly event quest lines overall.
The 11 song won't make much sense without the knowledge and memorization of the Grand Dutchy of Jeuno. It's the most important and iconic song in the entire game. You'll wanna listen to it first before the this Christmas version:

So what you saw in the video was bits of the three citystates your character can start in! Each holiday they get decorations and in certain central areas the music for the holiday will play instead of the usual area theme.
For each holiday we get a new quest with a storyline that frequently ties back in some small way to previous years' events, even textually acknowledging your character's prior participation.
The little glowy blue animal is a carbuncle! You'll see various forms of these in Final Fantasy games, but in this one they are a summon for one of the classes you can play. There are actually a few 'npc' carbies scattered throughout the world that aren't tied to any player and essentially act like stray cats. XD Carbuncles come in many colors but the iconic shade is the one you saw here.

Ff11 and 14 celebrate several common holidays across the world and a few Japanese exclusive ones. The starting cities update their decorations accordingly and there’s a section of each city where the music changes.
Ff14 celebrates the following
Christmas as the Starlight Festival
New Years (takes place on Western, but themed around Eastern) (Named the Heavensturn celebration)
Valentine’s day as St. Valentione’s day
Easter as the Hatching Tide
Little Girl’s day as Little Princess Day (this is a big Japanese Holiday)
FF11 only: Little Boy’s Day (a less common Japanese holiday, not in 14)
The Japanese Summer Festival as The Moonfire Faire
FFXIV A Realm Reborn Launch anniversary as The Rising (takes place immediately after Moonfire Faire, fire works are in the sky for both)
And Halloween as All Saints’ Wake
Any religious aspect is removed so everything is non-secular and they have ingame lore variations. My personal favorites are Hatching Tide and All Saint’s Wake which are a bit goofy. The Starlight Celebration is always serious but can make you cry some years. In a good way.
starlight, starbright is actually a different song for a specific event where you direct a choir. there's another song for a similar starlight event called starlight de chocobo where they turn the chocobo theme into a carolling song, if you wanted to check out a few more christmas themed songs.
In the FF14 video it's going through each if the starting cities Gridania, Uldah, and Limsa Lominsa in that aorder
FFXI and FFXIV aren't really canon to each other but there are some crossovers that may imply that they exist in the same universe (multiverse?). But for the most part they're entirely separate worlds like every other FF game is to each other, but because they're both MMOs, XIV took a lot of inspiration from XI
