IMO Dragoon rotations are just too perfect to be honest, but i'll take that new AOE and new Geirigogul finisher 🙂
That was massive buff
It looks like hitting positionals in the single target rotation will be more important now, since Raiden Thrust is needed to unlock that new twin dragon ability. Also, the reduced buff timers means we can combine our buffs every two minutes instead of six. Guessing the AOE finisher is a boosted Doom Spike, similar to Raiden Thrust.

So Raiden Thrust or the new AoE that traits over Doom Spike are what give the charges for the new finisher while eyes are independent and work like they used to.
