Yes it could work and a lot of people would enjoy it.
But it would not be the best thing for the game. The key to this game is making a bunch of different gameplay elements with a healthy variety. EW was very close, despite what the whiners say. If they keep pushing in this direction, I think it'll be in a golden age. Certain things like Island Sanctuary may feel too minimal now but that's exactly what you will want when DT comes around – just a quick daily check in content where you can make gil. You are not going to want an incredibly grindy version of island sanctuary when its 2 years old… Things like Varient may not be extremely popular, but Criterion is forever content since its synced indefinitely. This makes it longer term than savage…with its only real rival being Ultimate. Any time there's a content lull, people will look to Criterion. CC is also a decent PVP mode with long term potential and is currently seeing a lot of success in filling the content lull for some.
Point being…all this EW stuff may not be extremely exciting right now…but as it continues to compile, it's long term aspects will really start to shine. The issue with old content like Eureka and Bozja is it feels old, foreign, and reduntant/grindy…who wants to get really into dead content that feels old and takes 100hrs to grind out?
I would love it if they did an event where they just unlocked all areas of the game that are stuck behind MSQ and just let people wander. Could maybe even turn off exploration XP and organize level 1 runs. Take people back to the level 1 Jueno runs from FF11 since we have a bunch of 11 related stuff coming up in Dawntrail.
a HC server that amplifies the danger of open world enemies and makes jobs level more closely to how BLU does would be interesting maybe?
Great idea, but highly unlikely they'd ever do it for the simple reason that it breaks the XIV content model that we all know and are bored of.
The game isn't built for interesting levelling challenges. Too story focused. Better question is will they actually spend money on the game and stop giving is threadbare content?

Main problem with this idea is one of cost. While cloud servers would be highly scalable, it still will cost a fair amount to spin up said servers. If these challenges/events didn't bring in new players, then it's essentially just SE spending a ton of money for zero profit.
There is a big difference between opening new servers for something like Classic/Progression servers – which might bring back tons of older players, or new players that want to experience "the good old days" – and something that is almost only going to appeal to current players.
That being said, depending on what the costs look like, it could very well be possible for them to spin up a series of temporary event/challenge servers almost year-round, until they needed that server capacity for expansion launches and such. If it is not a significant expenditure to keep the servers provisioned during the non-expansion times, then something like this might be viable. It would pretty much solely come down to costs and potential profit.
1 idea is that they do a server where you can only do holiday/event quest dating back to 2013, even for the newer players it can give people a chance to do events they missed during their break
There's an MMO called Wizard101 created by a group in Houston which hosts a 'test realm'' variant of their game every so often to introduce new concepts and worlds, where they host it for a week, shut it down, and put it up again with any fixes before releasing the content into the game. This test realm is a copy of the game but with only five servers. You can bring your character in there and you get a ton of in-game cash shop currency to buy new things, but anyone you do in the test server does not carry over to the actual game.
So you think FFXIV should do the same thing, right? It would be nice if Square-Enix talks to these people in Texas, a group called KingsIsle, and learned from them, but creating a temporary test realm version of the game would cost way more for FFXIV than it does for Wizard101(which is fully voice acted for every character but that's because these people do their own voices).

I recall in Rift they'd have the major cities come under attack where the server had to defend the city or it would fall. With everyone on the server fighting it would take an 90ish minutes to win the event, it was on the level of all world/zone ranked bosses in FFXIV, all the S's & A's attacking at once. The rewards were INSANE.
I'd love to see them get rid of the zonings in FFXIV, just remembered in Rift, you could see something going down 3 zones away & then ride there watching the event get closer. But then again if they keep all the tiny zones they could really push the graphics for those on high end PC's, & keep the game playable for those on potatoes. HA! or just switch to the latest & greatest version of the Unreal Eng. …yeah I know this isn't going to happen.

Make a entire server pvp
would like to see something like seasonal gauntlet type challenges. Going through a series of old content with some twist added.
I get that it has some appeal, but I would really rather the devs be kept adding to the main game so the content is always there to enjoy, no matter when you join the game or when you get around to it. Yes it allows them to do crazy things and not have to be as restricted in balancing it (as its only limited time, so if all goes wrong, its only temporary). But it also means less resources for the main game. And I think EW has really shown what happens when those resources and devs are set to perform other tasks not as part of the main expansion (as necessary as I think that decision was for the long term health of the game).
They can my be do clouds servers when the live servers are down or hunt trains where the hunts come up hard more like every 1 hours A and S ranks come up or have more pvp stabilize on lag or there special events that kill the server name it cloud server malboro with name like that with it so it not int1 int2 int3 it's a server that ghost the mine server when we get high loads then go's back too 1 later there alot they can do with it if done right but test I wish was longer then what they had working all week so never got too it hope it's still up and so😊
Imo for rewards on main servers, it doesn't have to be anything unique. It just has to be…something. Like gil, dyes or even just a title(which is the type of unique reward which I would argue creates no FOMO). Something to make me think I'm not just doing QA for them.
You can do rewards for seasonal content like OSRS does it: make it so you can obtain rewards from earlier seasons even in later seasons through a token system.
They can do the test service for fan fest so we at home can try out the boss battles they have at the event
I would love a Heavensward and/or Stormblood server, since i only got a out of casual gameplay at the start of endwalker.

Something like this would be interesting to play around with, depending on if said costs for the cloud servers / development time to incorporate such gimmicky things wasn't too high. They could really just test things or bring back old things just to kind of do a "Experience this" type of content. Like All Blue Mages PVP, or world PVP, or to really torture people, bring back old expansions but with the old patch data implemented for them so that players could "experience" what it was like to actually play that expansion back when it was the current one. I'm sure lots of people out there have PTSD of playing Heavensward during the 3.X series of patches and would love to pass it on to more people.
I'm not against the idea of a limited time for fun kind of server, but I'm very against a full on PTR style "Try the content before it officially goes live" style of server, especially if it's testing EX or Savage fights. If that happens, IMO, then it becomes a requirement for high-end players to do the PTR test before it goes live, then that trickles down to the average player so they feel they also HAVE to do that content before it goes live. Then PF parties become even more toxic because "how do you not know this content already, it was in the PTR"
Lack of a PTR server is one of the things I appreciate a lot about XIV compared to other games. Nobody seeing anything before a patch goes live means everyone has to start off fresh. A PTR server would completely kill that.
