They likely passed out because they locked their knees while standing. When I was in high school marching band they always cautioned us to not lock our knees while standing. It's harder on the calves, but it keeps the blood flow from being slowed down so you don't get light headed in the heat.
Still annoyed I missed my ticket and couldn’t to meet my Liege 🙁

The 2 story buses are because the roads of London are so tight the buses have to be kept short in order to fit around corners, so to get more passangers moved they had to stack another layer ontop.
