Hrothgar got royally screwed when it comes to faces and hairstyles. They have only the 4, with 2 hair styles each – and they're not even interchangable!
Any of the base hair styles, or unlockable hairstyles, you can't use on them. (It sucks when you earn/buy one and realize it doesn't work.)
The worst part? You literally can't go to the Barber like everybody else. Other people can change their hairstyle, color even I believe? etc. at the barber for gil.
Hrothgar can't do anything – you need to pay for a character change if you want to make any adjustments to your fur color or your hair, simply because hairs aren't actually hairs – they're face options.

Lion and bunny was added to Shadowbringers they didn't have enough time to add more to the hair options on both races and a lot of head pieces. I think it was a late idea when they decide to get them into the game. They might add more in endwalker Idk. Bunny boi will came out when endwalker starts.
Completing the ARR 2.0 Storyline gives you a "Fantasia" for free, an item that allows you to completly redesign your character.
You also unlock a flamboyant barber early in the game to give you a do-over.

You didn't saw Highlanders! Hyurs has two vaslty different types of bodies depending of clan! Midlanders and Highlanders are completely different!, also every clan has different ustomizations you only saw 1 clan per race!
Wow, welcome to Eorzea! FFXIV isn't the usual grindfest of most MMOs, and since you are a character design/lore guy as I assume, you might like it a lot. You can even play XIV as a single player game (with other players interactions on duties and whatnot) by focusing on the story if you want to.

My fantasy, of being a female cynocephalus, is almost unreachable so I want simpler things.
I'm sure you've probably discovered this by now, but there is one strong limitation of Hrothgar, and in turn, Viera, which the devs are working on.
They can't wear a lot of helmets. their unique head shapes cause issues with the base rigs, and it affects a lot of things related to head, including ALOT of hair styles being limited.
Speaking of: In game you can change things such as hair style, colour, Facial features and so forth after doing a quest to unlock the Aesthetician. Additionally, once you complete the quests up to level 50, you get a Fantasia, which is how you change your character's appearance completely (Even their race!), to get more you sadly need to pay on the mogstation for IRL money but it's at least cheaper than most MMOs.
Oh, Also a lot of gear can be dyed! So if you like something for it's appearance, but not for it's colour, you may be in luck! Though some need work to unlock the dyed versions!

it’s cool hearing your character design thoughts as someone whose artist brain is also always on with that sort of thing. the lack of body options does suck, and hrothgar definitely got shafted the hardest as far as customization goes… other races have horns/ear shapes locked to the face shape but HAIR…. yeesh. really hope they unlock that when the character creator inevitably gets overhauled

honestly i think the customization is pretty good not black deserts level but still enough to make a pretty unique character.

Finished msq, most jobs and now I'm working hard on relic weapons ( aka. Endgame content ). We FF14 nerds and nerdettes hope you enjoy your time, also we might quote random lines at you before you get into certain side quests.

Only a few minutes in but someone who makes a hrothgar, who actually comments on the absolutely ridiculous sexual dimorphism kink in this game, and who likes to play other story-driven games? very promising
Most of the gender dimorphism in Eorzea’s races are Male bigger than Small, But in Viera, male are the smol ones.

Considering that Fran is in ffxiv I would say yes
with body customization i think since this was made in 2010 and in low end budget there isnt a lot the dev team could do with it and as you said if they had a very different range of bodies they would need a huge investment i the design team to make all gear compatible with all bodies, and Sequare Enix was very skeptical of the game at first, they had a very low budget for most of the game until recently, probably in the mid of stormblood is when square aproved a larger budget for the game since they say it was turning in profit and the player bae was growing, hell even now with endgame in sight with the hige influx of new players the current servers are having troubles keeping all the new people and the pandemic put a massive break in the server upgrade/update plans for Endwalker and beyond
they just released the benchmark and you can try the character customization with bunny bois
sadly for hrotgar and Viera you need to buy an item called fantasia to change the customization of your char while other races can go to the stetician in their innrooms to change their hairstyles and some basic appearance and charges you a small fee of in game currency
