There is a lot of hotbar features and hud features that have been added and not many players have caught up to know them yet, especially returning players.
Important advice for controller users, it is hard to access the cross while moving without doing some mumbo jumbo movement with your hand. It is therefor best to have GCD or anything that you want to do while moving on the right side, and ogcd on the left (cross) side.
While double tap L2/R2 seems awkward, it sets itself verywell into muscle memory and is a very good spot to put very situational skills or things you don't need much tracking.
L2+R2 allow for an extra set of 4gcd skills (right side) to do while moving. It's best to put things that have no CD has you won't see them unless you set another special bar. Personally, on healers, I tend to put the gcd heals on L2+R2, I don't need to "see" them at all time has they have no CD and are meant to be used very seldomly.
Finally, this is mostly for DPS, having both bar 1 and 2 be exactly the same except that one is for single target and one for aoe has proven to be really great. A bit less impressive for healers as only 1 button changes… But for overall, this means R1 the toggle button for AoE/Single Target mode. Using this, L2+R2 and double tap L2 or R2 covers absolutely every need you could ever have for buttons.
