Havent watched the Video yet, but buffed potency alone I would guess the Bozja action, "Lost Slash" with all its supporting dmg multiplier.

Edit: Yes, BLU is just stupidly strong.
And the strongest skill on a dummy is none of the mentioned. It would be Mortal Flame, due to it being infinitly long ticking. But that would also be a boring awnser.
I gonna try how long it really lasts and keep it running for a hour or two.
I thought the biggest single damage done in the whole game was Yshtola"s "little sun" line to Magnai but this works as well!
1) You can go into lv50 trials as blu and get epic echo for even more damage. I don't remember but it's in the millions.
2) In Baldesion Arsenal you can catastrophe L + other buff as a tank and get 999,999 damage. that is the damage cap. BA is down sync unlike out in hydatos. That makes it more impressive.
3) With how bozja works now, you can get damage in the millions with lost focus + etc + echo.

I'd love to have a reference point for scale. How much is NIN's 213k in relation to, let's say, the HP of Extreme Zeromus? You could also measure it by the HP of 4-man Ultima Weapon and find out how many of them Hyosho Ranryu would chew through 😛

Before the video my quick, half an hour calculation for a "normal" group composition was…
~340.000 damage.
I used dancer's technical finish but later also realized that Nin would be better, but I didn't had numbers and.. didn't expect the difference to be aroun 33%.
The additional buff I used was the Phoenix buff from p8s which doubles damage. And then I guess I made a mistake somewhere when I scaled up the damage from logs with abysos Gear to current gear and probably wrongly adding and removing buffs.
You forgot the echo damage bonus

Haven't watched this yet, but my guess is a mega super crack stacked Blue Mage Final sting
It would be interesting to see this stiff taken unsynced into rathalos EX (sure a 4 man party limitation) since the 'down' in the 2nd phase applies a vulnerability debuff to rathalos that doubles the damage it takes
