There is a boat in Limsa Lominsa that allows you to leveling the Fisher fast.

To quickly increase your fishing level you must fish faster, you're welcome.
Ocean Fishing is a great way to level fishing quickly, but the boats come in every two hours. Levee Quests can also be a good way to level, as well, for any crafting and gathering job, especially if you have spare gil to throw to buy what you need, but, it can also be gathered, as well. You could try the Firmament for later levels, but, I used that to level every crafter and gatherer except fisher. And lastly, Collectibles are an option.
Personally, I used Ocean Fishing up to 80, and Levees up to 90, but there are many options! I hope this helps!
