Long but eloquent answer:
Blizzard has burned players so often, that they could announce the next expansion for Dec 7th and people would still choose FF14 over WoW, they fucked up too much for them to try and compete with a universally loved game like FF14
9.15 has some good changes but should've come on release. no actual content.
Don’t get ahead of yourself… it won’t take much to bring people back to wow. My advice would be to focus less on wow and more on keeping your devs honest.
