I didn't know it was there at the beginning of Heavensward. That must have been so cool for players back then. Fist expansion cool new zone and then that thing sometimes pop up. Must have been a cool mystery back then.
It is my personal theory that the weather status of "Umbral Winds" is directly caused by the presence of the Void Ark.
This was like this with the gold saucer. You can see it in the desert before it was released
