Not sure if this information is needed anymore (YT showed a notification for a comment that is not shown here) but here goes. In order to get the " Ballroom Etiquette – Displaying Displeasure " item you need to talk to the Stern Saucer Attendant . Accept the " A Token of Thanks " quest and then complete it by talking to Grege at the Entrance Square . 🙂
