Retainers unlock through MSQ early ingame. Retainer vocate in city-states can assign you your retainers. Its just character creation nothing to hard. Get 2 by default rest through mog station at 2$ extra cost to your subscription. At level 17 a ill concieved venture quest is available to unlock retainer ventures in the aetheryte plaza area. Must have venture tokens to send out retainers and have a dow/dom/dol classes available to assign to your retainers to utilize the system. They can Not exceed your personal level on the job as for gatherers u must gather item first before retainers can. Battle retainers go off item level to be able to get items and gatherers use gathering stat to get items and reduce time to return and increase item yield. Resetting retainers job resets their level to 1 so be careful. Ventures r gotten from grand company the hunt master beast tribes or levequests. Best from grand company.
