That is the Mamool Ja, who are featured in the blue mage questline! (Blue magic is from the New World) You can tell, because the Ixal have birdlike beaks, and the Mamool Ja do not. However, there may be an Ixal town in the new world, judging by architecture shown in the presentation slides.
