It'd be impossible for them to do something like this in WoW just because of the nature of their dev cycle. Things hit the PTR long before they're finished so players already know everything about the game before they even announce anything.
@James Sinn The BIG question is why do they need PTR ? FFXIV chucks out massive amounts of content like clockwork without one.
