Making it available after you finish 6.0 makes sense. Why would some schmoe who never did anything get their own private island? For a game that prides itself on story, even if this is meant to be casual content, it still has to make sense.
It will be possible to visit islands early on, so at least people who don't yet have an Island Sanctuary can see it for themselves. That just gives them something else to look forward to at the end of their 6.0 journey.
