Regarding how to spend the tomes: given you got 200+ gear from the 60 job quest, go for accessoires first, because these are probably still 130, while your gear is 200+
Making accessoires the far better value for money here.
Also some correction: steam can never be linked to square enix store stuff. Its separate services. If you go steam, you are bound to steam. Thats how it is. Nothing to do with regions or anything.
