The game director YoshiP said : "So they payed for the game and they can't even play it? That's ridiculous!" For him it's just common sense and not kindness to not charge people if they're stuck in queue.
He also gave a tearful apology that the game launch got delayed because he knew gamers have a busy schedule. He's a real one.

I think Arena net shot themselves in the foot by introducing living world as a time-gated event.
I've read here and there that they're re-introducing them as story episodes. But I think that ship has already sailed way too far to recuperate the narrative story.
FFXIV had a couple of towns that were suppose to be run-downed, but was later patched as a ''living world'' event where they got more and more improved.
But in the end, the only difference between a player playing FFXIV now compared to an veteran player is that some parts of the story now offers NPC's to help in dungeons, and certain boring parts of the first expansion has been rewritten to be shorter.
