The timer is actually totally randomized and has no upper limit. The plot has a certain percentage of going "live" every time the timer ticks down (we don't exactly know if this is seconds, server ticks or a different arbitrary amount of time) but there is no pity mechanic. That means theoretically it could take 100 hours till a plot becomes available. That is of course very unlikely, but there have been reports of plots taking more than 40 hours to go "live". Due to the specific (unknown) random chance though, 8 to 20 hours has been reported as the most common time it takes.
5:41 In the recent live letter from the devs they said that buying plots is gonna be a raffle system. So it is getting resolved soon.
SE will actually introduce a new mechanic additionally to the clicking madness in Endwalker. New districts will be lottery based. So plots will go to a random player among all the players who entered the lottery.
The next expansion fortunately looks like it'll alleviate this by giving everyone an instanced private island (or something?)
Shoutouts to how most of the gardening system is locked behind owning ground.
Part of what I love about the game is how over time, all these old pre-reset technical contrivances have been getting resolved, and I'm confident housing is no different.

Luckily, though this isn’t going to be a long term fix, they’re adding the firmament housing district and a certain amount of wards in the existing house area! On top of that they’re going to split fc/personal wards apart, though we don’t know if this will affect existing wards. Finally they’re adding a lotto system so I presume you just click to add your name and you’ll get notified if you won the house. These were confirmed by the dev team, but we do not know the details yet, I’m guessing we’re going to get more info in a live letter ramping up to endwalker.

one thing I'd note is that irl there is, in most cases, actually a surplus of housing – the problem is it isn't available due to the market practices of landlords(scalpers)
which honestly just makes the ffxiv housing market look even more dire in terms of lack of supply sksksks

You didn't go into the reseller market! Once you have a house, moving to an open plot skips the timer. It's called relocation. Occasionally, a medium will open up, or more rarely, a large (aka mansion). Trying to find one of these plots can take months of waiting and scanning the residential areas.
You can skip that by finding someone willing to sell their medium or large house. Prices can be wild depending on the data center and server. For example, on crystal, even coveted smalls can cost over 100m.
But the most highly coveted plots go well beyond that. One of the most expensive, most desired plots is Mist 35, which is a beachside mansion. I saw it recently sell for over 1.3 billion Gil. Gil cap in ffxiv is 999,999,999 just to put that into perspective.
There are also various reasons why a plot might be worth more. Typically, vicinity to the market board affects price somewhat, but the most expensive plots tend to be a little far from the nearest market board. Lavender beds plot 11 and 41 are an example of this. Plot 11 is a main division plot, whereas 41 is the same plot but in a subdivision. You might think that plot 11 would be worth more since it's in the main division, but it's not. Due to the way that wards are arranged, where the main division is actually in the same zone as the subdivision within the game, the subdivision plot 41 gets a better sunset than the main division plot 11. Therefore, it's worth more. This is another plot that can sell for 700+ million Gil on most servers, and a billion Gil on some servers. It's also a medium size plot, but will often be more expensive than a mansion size plot. In fact, you'll see a lot of players trying to trade their mansion for a lavender beds plot 41.
Other reasons why Lavender Beds 11/41 is worth so much is because it's more private, with no houses nearby or in front of it. It's next to the lake. It has its own little pond in front of the yard. And the lake has a small island just in front of the plot. So it's very secluded, has a great view, a unique sunset, and it's a medium-size plot.

With the entire WoW playerbase now playing FF14 instead, surely they can just lump on more housing server space with the billions of subscription dollars? Either that, I say, or they should add luxury (larger sized) apartments, and/or other instanced housing options. A house on an island “farther away“ from the Mists, for instance? Ferry man who works in the same way one might enter an apartment?

Theres quite a bit of misinformation in this video. You forgot to mention housing price is heavily based on speculation aka how much something might be worth in the future. Server resources for individual housing is significantly cheaper than single homes with a lot of people.
