The spring skirt is crafted for anyone confused. The NPC doesn't sell it. Only the spring shirt and bottoms (pants on males + shots on females) can be purchased from the NPC next to the masked rose.
Any of the Inferno Bangles from Ifrit Extreme work for the wrist slot as well! They're All Classes so just doing a quick run for this guaranteed drop makes this a super easy item to grab if your high enough level or have some friends to run it with you.
