I think forked and fleeting raiju will be used as filler. currently ninja has dead time between bursts that it could be used on. your burst window is every 60 seconds. Every 60 you do your trick attack, DWAD and hyosho ranryu. after that you are just doing 123 combos and raiton combos until next Trick attack burst.
Plus, as weaonskills, they work under the effect of bunshin. Bunshin is typically used outside the burst window or at least after you hyosho ranryu(because you wanna use raiton combo and phantom kamaitachi for bunshin)
so you would always want to use at least 2 stacks of bunshin on fleeting and forked then 1 on phantom kamaitachi.
That leaves 2 stacks lefy over for another raiton combo or gust -> aeolian.
so if you have 2 ninjutsu charges:
>Bunshin:
-raiton combo
-raiton combo
-phantom kamaitachi
if i you only have 1 ninjutsu charge:
>spinning edge
>bunshin:
-gust slash
-aeolian
-raiton combo
-phantom kamaitachi
