for steel goggles: it is a reward for miners botanists and fishers at the respective lvl30 job quest
Goldsmith can procure them as well
any Weaver could procure Hempen Halfgloves
I got 80+ with Plundered goggles (from Satasha) and Hempen Halfgloves
Plundered Goggles, usually MB will have it for super-cheap
Hempen Halfgloves is easily crafted by a level 5 weaver
Alternatively, Hyuran and Elezen Halfgloves are the starting gear for both races and NPC does sell them, but of course they are race-specific
i believe Robed in Resistance = bzj gears (which i dont own any, haha)
